Kyiv City Hall Targeted in Investigation

According to Главком: Law enforcement officers are conducting searches and investigative actions at the Kyiv City State Administration's (KCSA) Department of Economy and Investment. According to the KCSA press service, documents are being seized as part of a pre-trial investigation. These actions concern documents that had previously been submitted to the State Audit Service. The State Audit Service concluded its audit of the department's activities at the end of 2025, issuing a demand for the rectification of identified violations. Such audits are a key tool for ensuring accountability in Ukraine's public institutions.

A central element of the probe involves the Director of KCSA's Department of Industry and Entrepreneurship Development, who was found to have filed false information in his annual asset declaration. The discrepancy amounts to over 22 million hryvnias. In his 2023 declaration, the official reported 31 million hryvnias in savings, while investigators state the real sum does not exceed 9 million hryvnias. The KCSA website lists Volodymyr Volodymyrovych Kostikov as the Director of the Department of Industry and Entrepreneurship Development, a position he has held since March 2, 2023.

Searches at Kyivteploenergo

In a related development, searches were also carried out at the municipal utility company Kyivteploenergo on February 12 and 13. Officers from the Security Service of Ukraine (SBU) conducted these searches under a judge's warrant. Notably, the raids at Kyivteploenergo occurred following a missile and drone attack on the night of February 12. Law enforcement suggests these actions may be linked to potential developer evasion of construction fees and matters concerning the city's investment activities.

The ongoing investigative measures at the KCSA and the raids at Kyivteploenergo underscore the critical need for oversight of municipal enterprises and government bodies, especially amid heightened demands for transparency and accountability. Given the uncovered violations, these cases could influence future decisions on reforming Kyiv's management systems and strengthening financial controls. Investigations of this nature are often seen as a necessary step toward greater openness in the use of public funds and attracting investment.
