What is actually laid down in the Budget-2026 and who received more — Honcharenko
The state budget of Ukraine for 2026 has been passed, but the key issue — the increase in military salaries — did not appear in the document. This was stated by people's deputy Oleksii Honcharenko in his video address he said. According to him, at the same time, the budget provides for an increase in expenditures for the salaries of prosecutors, DBR employees, and for parliamentary powers.
Minimum priorities of Budget-2026
Honcharenko noted that the budget deficit amounts to 45 billion dollars, of which confirmed funding is only 25 billion. The rest is hoped to be obtained from frozen Russian assets, however, some EU countries, including Belgium, oppose the confiscation mechanism. The deputy also emphasized that the government did not include an increase in military salaries in the document, despite parliament's recommendations.
During the budget discussion, Honcharenko addressed the finance minister regarding the military. The Ministry acknowledged the problem but stated that adjusting expenditures is only possible after receiving funding for the deficit. The government promises to revisit the defense expenditures in 2026.
How the budget adoption was voted
According to the deputy, the majority of votes was provided by the “Servant of the People” faction, separate groups, and independent members, as well as part of the former representatives of the Opposition Platform — For Life. Supporting the document was also aided by increased funding for parliamentary powers. Honcharenko himself voted against, declaring that the budget does not consider the interests of the military.
The deputy also pointed out that military salaries have effectively decreased during the full-scale war. During rotations and trainings, soldiers receive about 20 thousand UAH, which is less than the average salary in the country. Against this background, the government has maintained funding for telethons, cashback, and other non-priority expenditures.
What has still been increased
The budget provides for an increase in teachers' salaries:

from January 1 — by 30%;

from September 1 — by another 20%.
Honcharenko called this the only positive point of the document.
