Why Traffic Cameras Cannot Issue Fines for Missing Car Insurance in Ukraine
New Financial Penalties for Drivers in Ukraine
According to ХВИЛЯ: Ukrainian drivers face new financial penalties this spring for operating a vehicle without valid Compulsory Civil Liability Insurance for Vehicle Owners (CCLI). The base fine for driving without this mandatory insurance is set at 425 hryvnias. If the offender fails to pay this fine within 15 days, the amount doubles to 850 hryvnias. These penalties apply both to a complete lack of insurance and to situations where the policy has expired.
How Insurance Compliance is Monitored
Patrol officers are responsible for checking for valid CCLI policies, which they can verify through an electronic database. However, Ukraine's Ministry of Internal Affairs has refuted claims that traffic cameras can automatically detect and fine drivers for this specific violation. Ministry representatives clarified:
“Such reports are untrue. Currently, the automated traffic enforcement system lacks the legal authority to impose fines specifically for the absence of insurance.”
Furthermore, the camera equipment is not yet technically configured to independently verify insurance status. Although these cameras are already integrated with insurance databases, using them to identify uninsured drivers while recording other traffic offenses is only a future possibility. This system is similar to how many Western countries enforce mandatory insurance, though methods vary. Drivers are therefore urged to be vigilant and ensure they have a valid CCLI policy to avoid penalties.
The introduction of these new fines is part of the Ukrainian government's efforts to increase driver responsibility and reduce instances of uninsured driving. While automated enforcement is not yet active, patrol officers can manually check documents via electronic databases, which may lead to more violations being detected. Drivers are advised to carefully monitor the validity periods of their insurance policies to avoid financial sanctions.
