Former Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhny expressed his opinion on the government's program for creating Space Forces, emphasizing that this initiative is important, although delayed. Zaluzhny noted that the modern nature of military conflicts and future threats require the development of domestic space technologies.

“Therefore, the use of reconnaissance capabilities by space forces will require regulatory consolidation of this function, both for further funding and for creating a corresponding management link at the strategic level within the structure of the Armed Forces,” he emphasized.

According to him, currently the Armed Forces of Ukraine lack the capabilities for strategic intelligence activities, which complicates the planning of strikes and control over their results. In other words, the use of space forces will require appropriate changes and updates in the management structure of the Armed Forces for effective action in this direction.

The Necessity of Developing Space Technologies

Zaluzhny emphasized that for the successful use of outer space, Ukraine needs to:

• create its own array of space vehicles and ground equipment;
• ensure navigation, meteorological, and satellite support;
• develop a unified management structure for space activities;
• maximally cooperate with partners and private companies;
• develop international cooperation beyond traditional frameworks.

“Space is the key to operational advantage, but its effective use requires a systematic approach and broad international cooperation,” he added.

According to estimates, by 2035 the space economy will be an important sector for development, supported by five key industries such as logistics, defense, consumer goods, and digital communications.

The decision to create Space Forces in Ukraine is relevant given the risks and threats of modern military confrontation. Future plans include creating a corresponding structure by the end of 2025 under a government program that has been presented for consideration by the Verkhovna Rada.
