Ukraine Launches Public Debate on Legalizing Civilian Firearms
According to Главком: A deadly shooting in Kyiv on April 18th, which killed six people and wounded fourteen, has ignited a fierce national debate over legalizing firearms for civilian self-defense. The attacker used a non-lethal pistol and a registered carbine, having previously applied for a permit to fire weapons. In response, Interior Minister Ihor Klymenko announced that expert discussions on a relevant draft law will be held. Georgii Uchaikin, head of the Ukrainian Association of Gun Owners, supports legalization, emphasizing the right to protection.
"I want to have the right to protect my children and grandchildren,"
he stated. Minister Klymenko, in turn, stressed that
"in the near future, we will hold expert discussions involving people's deputies, the public, journalists, and the veteran community to prepare the final version of the draft law on civilian weapons."
Arguments For and Against Legalizing Firearms
The debate encompasses strong arguments on both sides. Proponents of the bill point to the potential for self-defense, a deterrent effect on criminals, and rights enshrined in other nations. Critics, however, express concern over the risks of increased violence, domestic shootings, suicides, and the challenge of ensuring mental health standards during wartime.
Among those supporting legalization is Major of the Armed Forces of Ukraine, Yurii Kasianov, who notes:
"I believe that we, like in the USA, need to enshrine this right in the Constitution – the people's right to own weapons and self-defense."
Other experts, like Mykhailo Tsymbalyuk, warn of the need for careful regulation to avoid shifting the entire burden of public safety onto citizens.
According to estimates from the Association of Gun Owners, Ukraine has a minimum of 5 million unregistered firearms and up to 2 million registered ones. Experts argue that legalization would require strict conditions, including:
- thorough background checks;
- medical screening;
- mandatory training;
- regulation of storage and carrying;
- licensing of sellers;
- amendments to the Criminal Code to protect those who use weapons in self-defense.
