Third Suspect in Khailo Bribery Case Pleads Guilty: Businessman Reaches Deal with Anti-Corruption Prosecutors

According to Главком: Businessman Serhiy Pylypchuk has entered into a guilty plea agreement with the Specialized Anti-Corruption Prosecutor's Office (SAPO) in the case involving former Deputy Energy Minister Oleksandr Khailo, who is accused of extorting $500,000. This marks the third defendant in the case to strike such a deal, following Serhiy Kobyliatskyi and Yevheniy Lut.

The case centers on an alleged extortion scheme, which prosecutors say was carried out in collusion with the head of a state-owned enterprise. At the time of his arrest by the National Anti-Corruption Bureau of Ukraine (NABU), Khailo served as deputy to Energy Minister Herman Halushchenko. According to the indictment, Khailo and his accomplices demanded $500,000 from an advisor to the head of a coal company in exchange for rescuing equipment from the frontline town of Pokrovsk. The bribe was paid in installments of $100,000 per meeting. The group was caught red-handed while handing over the third tranche.

Arrest Status

Pylypchuk is described as Khailo’s trusted intermediary, through whom negotiations for the payment were conducted. The specific terms of his plea agreement will be disclosed once approved by the High Anti-Corruption Court (HACC). Meanwhile, the HACC has ordered Khailo to remain in custody with bail set at 200 million hryvnias. It has also emerged that Khailo purchased an apartment worth 4 million hryvnias on credit, and in 2023 declared 1.49 million hryvnias as repayment of a loan from Mariya Khailo.
