New Proposals for Ukraine’s Pension Reform

According to ХВИЛЯ: Halyna Tretyakova, Chair of the Verkhovna Rada Committee on Social Policy, has unveiled fresh proposals for overhauling Ukraine’s pension system. A central change would eliminate category- or profession-based distinctions, setting a single retirement age for everyone. That age would be tied to insurance record length: 60, 63, or 65 years. Tretyakova shared the details on Facebook after consultations with the government. These discussions come as Ukraine seeks to modernize its social safety net amid ongoing demographic and economic pressures.

Key Changes in the Draft Law

Lawmakers plan to introduce at least five modifications in the upcoming bill. Specifically, they propose:

  • raising the wage replacement rate from pensions to 40%, with an ideal target of 60%;
  • regulating pensions for mobilized military personnel, since only career soldiers currently receive length-of-service benefits;
  • standardizing the retirement age: 60 years for 35 years of service, 63 for 25 years, and 65 for less service;
  • transitioning to a funded system, at least for occupational pensions;
  • introducing a funded pension component through the Treasury for those receiving salary increases.

As of now, no final draft law has been presented, and no decisions have been made.

The proposed changes under the pension reform could significantly reshape Ukraine’s retirement system, aiming for greater fairness and transparency. However, given the scale of the adjustments, their implementation will require thorough public debate and broad societal support.

As the debate around pension reform intensifies, there is also a growing movement to increase the minimum pension in Ukraine to 5,600 Hryvnias.
