German Chancellor Friedrich Merz has dismissed this target date as unrealistic, stating that Ukraine's accession to the EU by January 1, 2027, appears highly doubtful. In his remarks, Zelenskyy emphasized his skepticism that Russia would refrain from obstructing Ukraine's path toward the European Union.

Zelenskyy stressed that the first step involves signing the bilateral security guarantees document, which would then be submitted to the U.S. Congress and the Ukrainian parliament. Subsequently, a coalition of willing nations would be formed to present the treaty to European parliaments and the legislatures of other participating countries. Finally, an agreement must be reached with the EU to allow Ukraine to utilize a fast-track procedure for membership, aiming to ensure the security of Ukraine and all of Europe while preventing violations by Russia.
