According to hvylya.net: In Chernihiv, a meeting of the Headquarters for the preparation of housing and communal services and the fuel and energy complex for the autumn-winter period of 2025/26 and ensuring its sustainable passage during martial law was held.

According to the Ministry of Community and Territorial Development, the focus is on readiness for the heating season, the operation of the united energy system in crisis situations, and ensuring the sustainability of the population's livelihoods.

'The average readiness of the housing and communal services across the country exceeds 95%. For instance, in Chernihiv region, over 93% of the housing stock has been prepared, more than 95% of kindergartens, schools, and hospitals, and over 92% of boiler houses. More than four kilometers of heating networks have been replaced, boilers and heat points repaired, and stocks of coal and pellets created. Similar work is underway in Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, and Kherson regions,' reported the Deputy Prime Minister for the Restoration of Ukraine - Minister of Community and Territorial Development Oleksii Kuleba.

Deployment of Distributed Generation and Readiness for Emergency Situations

An important direction of preparation is the deployment of distributed generation, which allows maintaining stability even in case of damage to central networks. In Chernihiv, five cogeneration units with a total capacity of 3.3 MW have been installed, and an additional twelve modular boiler houses with a total capacity of 12.4 MW are ready for operation. Such projects are being implemented in other regions as well, so that communities can independently provide themselves with heat and light.

Separately, the issue of providing people with access to basic services in emergencies was discussed. In Ukraine, there are more than ten thousand resilience points equipped with generators and fuel, so that people have heat, electricity, water, and communication even during outages. Additionally, heating points are being prepared that can be deployed if necessary, and the availability of fuel for the operation of generators in the housing and communal services and social infrastructure is being monitored.

'We are entering the fourth heating season under conditions of war. This means we must be ready for any scenarios: from ordinary emergencies to massive shelling. The task of the Headquarters is to maintain full coordination, create reserves of equipment and materials, and rehearse actions in case of crisis events,' noted Oleksii Kuleba.

In Chernihiv, a meeting was held to prepare the housing and communal sector for the winter period and martial law. The main emphasis was placed on readiness for the heating season and ensuring the livelihoods of the population in crisis conditions. It was noted that overall the country is 95% prepared, and similar measures are being conducted in other regions.
