New fines prepared for Ukrainians: what will change from August 1
Starting from August 1, 2025, Ukrainian entrepreneurs must be prepared for an increase in fines for violations of cash register usage rules back to their original amounts. The State Tax Service has announced the end of the transitional period of discounted fines, which lasted nearly two years.
During this period, a special regime of reduced penalties was in place, but with the restoration of regulatory authorities' powers in 2023, fines were temporarily reduced to 25% and 50% of the original amount. These measures were introduced to assist businesses in adapting to new conditions.
Beginning in August, the amount of fines will revert to standard levels: 100% of the value of goods, works, or services for the first violation, and 150% of the value for each subsequent violation. Additionally, entrepreneurs must comply with mandatory business requirements, such as using cash registers, mandatory issuance of receipts to customers, and conducting calculations for the full amount of cost.
The Tax Service reminded entrepreneurs: 'It is important to use only registered cash registers and to provide customers with payment documents.'
Additionally, the State Tax Service reported that working with clarifications has yielded positive results: in May of this year, more than 400 Ukrainians registered as individual entrepreneurs, allowing them to legalize their activities.
Regulatory bodies in Ukraine reported the completion of the transitional period of discounted fines for violations of cash register usage rules. From August 1, 2025, fines will return to standard levels, marking an important step towards ensuring discipline in business and compliance with accounting procedures. It is also worth noting the positive outcome in legalizing the activities of many small entrepreneurs in recent months.
