Application Period Open for Financial Assistance in Ukraine

According to Главком: Ukraine is currently accepting applications for a one-time financial grant to purchase solid fuel-such as firewood and coal-for the upcoming heating season. Eligible households can receive up to 19,400 UAH. Applications must be submitted by August 17, 2026. This support is funded through the state budget and international aid contributions.

How to Apply for the Benefit

To apply, Ukrainians can contact local branches of the Pension Fund of Ukraine, municipal executive bodies, local council executive committees, or Administrative Service Centers (known as TsNAPs). Applicants need to submit a request for housing and utility subsidies, solid fuel, and liquefied gas benefits, along with a certificate confirming that their home uses a stove or solid-fuel kitchen hearth for heating.

This assistance is provided through housing subsidies, state benefits, and international programs. The benefits are designed for:

  • Combat veterans;
  • Individuals with disabilities;
  • Chornobyl disaster liquidators;
  • Large families;
  • Single pensioners.

Additionally, households in frontline regions can receive extra payments of up to 19,400 UAH. The government has set the subsidy rate at 4,602.57 UAH per ton of solid fuel, with a minimum annual allocation of 2 tons per household.

For benefit recipients, the standard annual allocation is 1 ton. Combat veterans are entitled to a 75% discount. If a person moves to a different district or city, they must provide proof of previous benefit receipt at their old address. Those who have already received cash or fuel and later connect their home to gas, central heating, or electric heating are not required to repay anything. New utility benefits will begin accruing the following year.

If an individual has already received financial aid for solid fuel from an international organization, they will not be eligible for state benefits covering solid fuel or liquefied gas-but they can still receive housing and utility subsidies. Ukrainians can also apply for a one-time payment tied to Independence Day. For recipients who are already receiving pensions, housing subsidies, or other benefits, the payment will be automatically processed and disbursed in August. Those who are not pensioners, do not receive subsidies or benefits, and are not serving in the military must apply in person at their local Pension Fund office.

This initiative is part of the Ukrainian government's broader efforts to support the population amid the energy crisis, which has been exacerbated by ongoing military conflict. Ensuring access to solid fuel can help ease the financial burden on households, especially during the winter months when heating needs peak. The program also prioritizes vulnerable groups, who stand to benefit the most from this assistance.
