Ukrainians will now receive three types of pension payments: details
In Ukraine, it is planned to introduce a three-tier pension system, under which citizens will receive not one, but three components of pension payments at once. The Cabinet of Ministers is already working on the corresponding reform. This is reported by RBC-Ukraine.
Regarding the plans for changes, Minister of Social Policy, Family and National Unity Denys Uliutin spoke in an interview with the publication. According to him, the new model aims to eliminate the situation where people with the same experience and salary receive different pensions.
Three components of the pension reform: what is being proposed
The concept involves dividing pension payments into three parts:
-
a solidarity pension, which will depend on the contributions paid;
-
a professional pension, which will replace the current special pensions;
-
a voluntary accumulation pension.
The solidarity part, according to the minister, should be more equitable. In particular, for the same experience and average salary, payments can increase by one and a half to two times. A basic payment for people without sufficient insurance experience is also being considered, the amount of which will be determined annually by the state budget.
Professional payments and accumulation pension: how it will work
Existing special pensions are planned to be removed from the solidarity system. Payments for privileged experience will only be made from the professional part until reaching the general retirement age. In this case, not the number of years but the total amount of contributions paid during the work period will be taken into account.
A separate voluntary accumulation pension is also provided. Contributions to it can be made in addition to the single social contribution, approximately from 2027. Participation in this system will not be mandatory, but refusal will mean a lower level of pension payments in the future.
It should be reminded that the next pension indexation in Ukraine is promised to be significant, with a possible increase of 14.6%. This increase exceeds the indicators of previous years and reflects positive changes in the country's economy.
