Reallocation of Funding for School Shelters

According to Главком: The Ukrainian Cabinet of Ministers has decided to reallocate 231 million hryvnias in subventions to finalize the construction of bomb shelters in schools across 11 regions. This funding will be directed to 22 projects that are already in their final stages and are at least 60% complete. The government aims to finish building these shelters within the current year. This move is part of a broader national effort to protect students and ensure continuity of education during the ongoing conflict.

Regions Receiving Funding

The projects are being implemented in the following regions:

  • Dnipropetrovsk
  • Zaporizhzhia
  • Kirovohrad
  • Lviv
  • Mykolaiv
  • Odesa
  • Poltava
  • Rivne
  • Sumy
  • Kherson
  • Khmelnytskyi

The initiative is planned to provide safe learning conditions for 10,000 Ukrainian children in schools, military lyceums, naval lyceums, and lyceums with enhanced military-physical training.

The 2024 state budget has earmarked 5 billion hryvnias for school shelters. As of November 27, Ukraine has over 62,000 shelters capable of accommodating half the country's population. By 2027, the government plans to retrofit all suitable underground spaces for use as shelters and to construct 2,300 new ones. Furthermore, legislation is planned to be updated to make shelters mandatory in new housing, social facilities, and critical infrastructure.

Yuliia Svyrydenko, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine, noted: 'This will allow us to complete construction this year and ensure safe conditions for in-person or blended learning for 10,000 Ukrainian children in schools, military lyceums, naval lyceums, and lyceums with enhanced military-physical training.'

This government action represents a critical step in safeguarding the educational process amid the ongoing war in Ukraine. Equipping schools with shelters will not only protect children's lives and health but also ensure stability in their education, which is especially vital under current circumstances.
