Interagency Working Group Established to Assess Threats from Organized Online Crime

According to Главком: On July 1, 2026, the Cabinet of Ministers of Ukraine passed Resolution No. 861, formally creating the Interagency Working Group for Assessing Organized Crime Threats on the Internet (IOCTA). The resolution also approves the group's membership, its governing regulations, and operational procedures. This move responds to the escalating dangers posed by cybercrime, which has become increasingly pressing in today's digital landscape.

The Deputy Minister of Internal Affairs has been appointed as head of the newly formed Interagency Working Group, with the Deputy Head of the National Police serving as deputy head. The group includes representatives from various state bodies, such as:

  • Deputy Director of the Department for Cooperation with the National Police, Ministry of Internal Affairs;
  • Deputy Head of the Cyber Police Department;
  • Head of the 5th Directorate, Cyber Police Department;
  • Head of the Division, Cybersecurity Department, State Service for Special Communications and Information Protection.

According to the resolution, representatives from other relevant central executive authorities will also be involved in the group's work. International support will be provided by members of the European Union Advisory Mission.

Assessing Cybercrime Threats

The regulations for the Interagency Working Group, along with a procedure outlining mechanisms for evaluating cybercrime threats, have been approved. Ivan Ishchenko, head of the Main Directorate of the National Police in Khmelnytskyi region, emphasized the initiative's importance, stating:

“Everyone is on their phones, computers, and the internet-buying things, trying to access sites, looking for jobs, or seeking cheaper deals. Their accounts get blocked. Fraud schemes change every single day.”

This initiative by the Cabinet of Ministers of Ukraine aims to enhance security in the digital environment and counter modern cybersecurity challenges through the creation of the Interagency Working Group for Assessing Organized Crime Threats on the Internet.

The establishment of this Interagency Working Group reflects growing concern among Ukrainian authorities about cybercrime, which can harm both citizens and state institutions. As more people rely on the internet for personal and professional activities, effective mechanisms to detect and respond to emerging threats have become essential. The initiative also underscores the importance of collaboration between various government agencies and international partners in combating cybercrime.
