New Regulations for Tracking Children in Education
According to Главком: On February 25, 2026, the Cabinet of Ministers of Ukraine approved Resolution No. 241, introducing significant updates to the procedures for registering children of preschool and school age. The primary goal of these changes is to establish a unified digital system for rapid response, enhancing oversight of student attendance at educational institutions. A key component of the new rules requires educational authorities to initiate the submission of data on children who are not attending school to child welfare services. This move is part of broader efforts to modernize public administration and child protection in Ukraine.

The updated regulations grant expanded authority to child welfare services. Educational institutions are now mandated to:
- Mark a child as 'not enrolled in education' within an automated information system;
- Immediately notify units of the National Police via electronic communication channels;
- Adhere to strictly defined deadlines for transmitting this information.
As noted by Vasyl Bohdan, 'The adopted changes foresee a more efficient exchange of information about children not receiving an education. This will allow for timely responses to such cases and the implementation of necessary measures within the framework of the law.'
Furthermore, starting April 1, Kyiv will begin accepting applications for first-grade enrollment for the 2026/2027 academic year. Parents may submit applications until June 1, inclusive. The updated procedures will also enable juvenile police officers to receive information more quickly and interact more effectively with partners when responding to situations where a child drops out of the educational process.
