Ukraine Launches 'Anchor Point' to Compensate Businesses for Wages During War-Related Downtime

According to Главком: The Ukrainian Cabinet of Ministers has approved the 'Anchor Point' program, designed to reimburse employers for a portion of their employees' wages during forced work stoppages caused by enemy shelling. This initiative will support affected businesses that are compelled to halt operations or are in the process of recovering from damage. This measure is part of a broader effort to stabilize the economy and prevent job losses in regions directly impacted by the conflict.
“Such employers will be able to receive compensation for part of their employees' wages during the forced work interruption, as well as compensation for the Unified Social Contribution on these amounts,”

Furthermore, the government is introducing a mechanism for the remote termination of employment contracts via the 'Diia' platform for workers from occupied territories. This procedure applies to individuals whose employers remain in temporarily occupied areas or active combat zones.
“They are effectively no longer working at their previous place of employment but remain formally employed and therefore cannot officially take on new jobs. We are removing this legal trap and giving people the opportunity to continue working,”

New Initiatives for Business Support
In addition to the 'Anchor Point' program, the Ministry of Economy and the Ministry of Finance are developing a new lending program for energy projects targeting large and medium-sized businesses. Currently, Ukraine has 2,997 companies with foreign owners that reported an annual income of at least 100 million UAH according to their 2025 financial statements. These initiatives aim to bolster businesses navigating the challenging economic landscape.
The 'Anchor Point' program and the new mechanisms for managing employment relationships represent the government's response to the severe challenges facing the Ukrainian economy due to the war. They are focused on preserving jobs and supporting enterprises that have suffered losses. The implementation of remote employment termination is also intended to ease the burden on workers who find themselves in difficult circumstances due to the occupation of their home regions.
