Discussions Underway to Boost Road Safety Across Ukraine

According to Главком: Prime Minister Yuliia Svyrydenko has held talks with Interior Minister Ihor Klymenko on a set of proposed reforms aimed at improving road safety in Ukraine. Among the key suggestions is the introduction of a graduated penalty system based on the severity of speeding, along with stricter measures targeting repeat offenders.

Over the past 12 months, automated enforcement cameras have captured nearly 2,900 drivers exceeding the speed limit more than 50 times. Additionally, more than 35,000 motorists were recorded speeding over ten times in a single year, while close to 12,500 drivers were caught speeding more than 20 times. Currently, around 377 such cameras are operational on Ukrainian roads, with plans to expand that number to over 410.

Yuliia Svyrydenko: 'I have received initial proposals for improving road safety. The idea is to create a sliding scale of fines depending on how much a driver exceeds the limit and to toughen accountability for habitual violators. For the vast majority of drivers, nothing will change.'

She further emphasized: 'We are also working separately on expanding the automated enforcement system. At present, about 377 cameras are in use. Our goal is to increase that to more than 410 units. In areas where monitoring is active, drivers tend to follow the rules more consistently.'

Sharp Rise in Accidents Involving Electric Scooters

Separately, 2026 has seen a notable increase in traffic accidents involving electric scooters. Data shows that over the first five months of 2026, such incidents jumped by 66.8%. In response, two draft laws have been registered in the Verkhovna Rada: No. 15284, 'On the specifics of using small electric vehicles in Ukraine,' and No. 15283, which addresses administrative liability for violations related to small electric transport.

Yuliia Svyrydenko: 'People are dying and getting injured, including children. The rules need to be clear and understandable for everyone on the road.'

The proposed legislative changes and the expansion of the automated enforcement system reflect the Ukrainian government's efforts to reduce traffic accidents and enhance road safety. The surge in e-scooter collisions also calls for urgent action, highlighting the need to adapt the legal framework to emerging modes of transport. These initiatives could mark a significant step toward creating a safer road environment for all users.

In addition to the proposed tiered fines, authorities are also considering measures such as suspending driver’s licenses for habitual offenders. This initiative aims to enhance accountability among repeat traffic violators, thereby contributing to the overall goal of improving road safety across the nation. The combination of stricter penalties and increased monitoring may significantly impact driver behavior in Ukraine.
