Beneficiaries in Ukraine: why the service system is on the verge of crisis
Oksana Gover points out that the number of beneficiary categories in Ukraine may be too large, violating the principle of priority service. Even persons with disabilities due to the war, combat veterans, pensioners, orphaned children, and other groups receive benefits that relate to almost the entire population of the country.
In this model, benefits are usually calculated for less than 1-2% of the population, a maximum of 5-7%. But when they become available to 20-30% or more, this is no longer an acceptable practice.
This situation may lead to strain among services and a deterioration in the quality of services for all population categories. Therefore, it may be appropriate to review the benefits system in Ukraine, reform it, and make the distribution fairer, separating those who truly need help.
