In Ukraine, rental housing rules are changing: what awaits tenants and owners
According to hvylya.net: The Ukrainian parliament is reviewing a new draft law on rental housing. It is planned to increase transparency and security in the apartment and house rental market. According to a report by fbc.biz, a bill aimed at radical reform in this area is being discussed in parliament.
One of the main changes in the draft law is the requirement to conclude written rental agreements, the introduction of electronic registration of rented housing, clear terms of agreements, and the possibility of early termination of agreements. It is also planned to create a centralized database of rented real estate to prevent fraud.
Particular attention in the document is paid to the protection of tenants' interests: owners will be prohibited from arbitrarily raising rent, and eviction of residents will only be possible through the courts.
Special rental conditions are provided for internally displaced persons and residents of conflict zones in the Donbas, including government subsidies and compensation for rental payments.
Taxation of digital platforms
According to the draft law, online services such as OLX, Airbnb, and others will have to automatically monitor the activities of landlords and provide information to the tax authorities. Landlords will be subject to simplified taxation under certain conditions.
The developers of the draft law believe that such measures will bring Ukrainian legislation closer to European standards and make the rental market more civilized.
The parliament is considering a new draft law on rental housing aimed at improving rental conditions and protecting tenants' rights, including establishing clear rules and restrictions for property owners. Special conditions are also provided for internally displaced persons and residents of conflict zones. If such a law is adopted, the rental market may become more controlled and transparent.
