IMF and Ukraine agreed on financing eRecovery: what changes await
According to Міністерство інфраструктури: A meeting took place at the Ministry of Community Development and Territories of Ukraine with the International Monetary Fund (IMF) mission led by Gavin Gray. The meeting was attended by First Deputy Minister Aliona Shkrum, Deputy Ministers Maryna Denysiuk and Yevhen Dubohryz.
As a result of Russian aggression in Donbas, approximately 320 thousand residential buildings were damaged or destroyed. The eRecovery program, which has been ongoing for over two years, has helped to repair or rebuild over 55 thousand houses in place of those destroyed. During this time, 150 thousand Ukrainian families have benefited from it.
The eRecovery program receives funding from international partners. The ministry is constantly seeking additional funds to ensure continuous access to the program for those in need. It was also noted a change in approach to housing provision: from social assistance to economic stimulation.
"Housing in frontline communities is primarily a tool for retaining human capital. We need to create conditions for people to stay at home, work, and support the regional economy," emphasized Aliona Shkrum.
The meeting discussed the support program for frontline regions, the protection of energy infrastructure, and support for the heating season. A public investment plan for 2026–2028 was approved, and a project portfolio for the state for 2026 was formed.
"The systemic effect of the public investment management reform will occur only when we completely close the investment cycle: from planning and competitive selection to assessing real impact and achieved strategic results," noted Maryna Denysiuk.
The parties agreed to continue close coordination to finalize legislative initiatives and attract funding from international donors.
The meeting of representatives of the Ministry of Community Development and Territories of Ukraine with the IMF mission underscored the importance of the eRecovery program, which aims to restore housing stock in affected areas and promote sustainable regional development.
