New rules for granting deferrals from mobilization in Ukraine

According to ХВИЛЯ: In Ukraine, new rules for granting deferrals from mobilization will come into effect in 2026. To improve control and simplify the process, a new mechanism will be implemented through the 'Reserve+' application, which will be launched in November 2025. These changes are aimed at increasing the effectiveness of mobilization measures in the face of current challenges.

Categories of citizens eligible for deferral

According to the new rules, certain categories of citizens will be entitled to a deferral, as regulated by Article 23 of Law No. 3543. These include:

  • reserved workers,
  • persons due to health conditions,
  • students,
  • civil servants.

The standard deferral is granted for a period of six months. It is important to note that the salary of the reserved worker must exceed 8647 UAH, which is one of the criteria for receiving a deferral.

Furthermore, family circumstances have been established that may serve as grounds for receiving a deferral. This category includes:

  • large parents,
  • single parents,
  • men raising a child with a disability,
  • guardians,
  • relatives of those killed or missing,
  • former prisoners.

At the same time, control over deferrals will also increase in 2026, which is related to the main reasons for refusals and cancellations. Among them:

  • debts for alimony,
  • errors in documents,
  • loss of grounds for deferral,
  • children aging.

In turn, Danilo Tryasov pointed to the main vector of 2026 - “the digitization of chaos.” These changes may significantly affect the military situation in the country, as tighter control over deferrals will reduce the number of abuses and ensure more effective management of mobilization resources.
