Career and Candidacy of Viktor Dubovik

According to Главком: Viktor Dubovik, the head of the Directorate for Legal Policy at the President's Office, is a leading contender to become the new head of Ukraine's National Agency for Asset Recovery and Management (ARMA). He previously applied for this role in 2023 and was a candidate for director of the Bureau of Economic Security in 2025. His career also includes leading the Anti-Raiding Office at the Ministry of Justice. This potential appointment comes as ARMA is undergoing a major overhaul to improve its effectiveness in seizing and managing assets linked to corruption and crime.

Before joining the President's Office, Dubovik was a partner at the Volkhv law firm. This firm was implicated in a criminal case concerning raiding and fraud in Odesa. According to materials from the Prymorskyi District Court of Odesa, the firm was involved in the illegal seizure of a 40.5-square-meter basement property. The asset was alienated through a scheme using forged documents and false testimony, and was later resold to a third party after a conflict with local residents. Viktor Dubovik held the status of partner at Volkhv during this period.

Family Ties and Financial Declaration

Dubovik's professional background includes serving as an advisor to then-Vice Prime Minister Serhiy Arbuzov during the Revolution of Dignity; Arbuzov is now under sanctions. His family connections have also drawn scrutiny: his father was formerly First Deputy Interior Minister under Vitaliy Zakharchenko and, according to journalists, holds a Russian passport. Dubovik has stated he has not communicated with his father for over 15 years and has no information regarding his citizenship.

In his 2024 asset declaration, Viktor Dubovik reported two income sources: 860,000 hryvnias in salary from the State Administration of Affairs and 417,600 hryvnias from the Ministry of Justice. His wife declared 153,000 hryvnias from teaching. The family holds 1 million hryvnias and $17,000 in cash, with an additional 140,000 hryvnias in bank accounts. Their vehicle fleet includes a 2017 Mercedes E220C registered to his wife, while Viktor Dubovik leases a 2022 Toyota Camry.

Amidst this scrutiny, ARMA has initiated a systemic reboot, conducting for the first time in its 10-year history a full-scale identification of all seized assets under its management. The selection of its next leader is therefore seen as a critical test of Ukraine's commitment to transparent and accountable governance, particularly in key anti-corruption bodies.
