Ukraine Introduces Updated Legal Framework for Internally Displaced Persons

According to ХВИЛЯ: In spring 2026, Ukraine enacted new legislative measures overhauling state support for internally displaced persons (IDPs). These reforms affect millions of Ukrainians forced to flee their homes due to ongoing conflict. The key changes include eliminating the income-based condition for child payments and adjusting the eligibility threshold for non-working citizens. Specifically, the new maximum income limit for receiving aid is set at 10,380 UAH, equivalent to four times the subsistence minimum. Additionally, the maximum number of six-month assistance periods has been extended from four to five.

Eligibility Requirements for Assistance

Under the revised rules, housing support for minor IDPs is granted regardless of their parents' earnings. However, families seeking child payments must still meet asset-based criteria, which include:

  • no large purchases or bank deposits;
  • proof of actual residence and children's school attendance.

Payments calculated under the new system can be backdated to February 1, 2026, provided the application is submitted by May 1, 2026.

Displaced individuals whose benefits were previously terminated due to exceeding the income cap may request a case review. If documents are filed before the specified deadline, assistance will be reinstated from January 1, 2026. Applications submitted after that date will result in payments starting from the month of application.

The monthly benefit amount is 3,000 UAH for children and people with disabilities, while other adult categories receive 2,000 UAH. Applications can be made in person at Pension Fund service centers, Administrative Service Centers (TsNAPs), or through authorized local council representatives. Remote filing is also available via the Pension Fund of Ukraine's e-services web portal using a qualified electronic signature (QES).

These legislative changes aim to improve living conditions for internally displaced persons facing difficult circumstances.

Removing the income link for child payments is expected to simplify the application process for many families, potentially boosting their financial stability. The introduction of these new rules, along with the option to revisit cases for those who lost benefits, underscores the government's commitment to supporting vulnerable populations during the ongoing crisis.
