This process can be completed remotely via the 'Driver's Cabinet' online portal, provided specific requirements are met. This initiative is part of the government's effort to support citizens whose lives have been disrupted by the ongoing conflict. The first step is to officially document the loss by filing a report with the police or the Security Service of Ukraine (SBU) to obtain an extract confirming the opening of a criminal case and your status as a victim.

The Replacement Procedure

To qualify for online replacement, your old driver's license must be recorded in the electronic database with a photo. An administrator from the Ministry of Internal Affairs (MIA) service center will process your application within three business days. The new plastic license card must be collected in person upon presentation of your passport.

This free service is exclusively for documents lost or destroyed as a direct result of the war. For licenses lost or damaged under ordinary circumstances, the standard replacement procedure applies, which includes paying a state fee.

How to submit an application: The step-by-step process involves several simple actions:

  • Log into the Driver's Cabinet and navigate to the 'Electronic Services' section, selecting 'Replacement and Exchange of a Driver's License.'
  • Specify which document you need-a traditional plastic card or a digital (electronic) license only.
  • Choose the 'Replacement due to damage' option, as this is the category used for the free service when you have the necessary documentation from law enforcement.
  • Provide a current phone number and email address, and attach a high-quality photo or scan of the certificate from law enforcement recognizing you as a victim in a criminal case related to the aggression of the Russian Federation.
  • Give consent for data processing, apply your electronic signature, and select a delivery method-pickup at any MIA service center or delivery by Ukrposhta (the national postal service).
  • You can track your application status in the 'My Services' section.

This streamlined process helps affected citizens regain mobility and return to a semblance of normal life more quickly. By reducing bureaucratic hurdles, it supports the resilience of social infrastructure and population mobility during wartime.
