Housing Initiative for IDPs from Temporarily Occupied Areas

According to ХВИЛЯ: Starting May 1, Ukraine launched the 'Housing for IDPs from Temporarily Occupied Territories' program as part of the broader state-led eRecovery initiative. This effort is designed to provide housing for internally displaced persons (IDPs) from temporarily occupied regions, specifically those recognized as combatants or individuals with war-related disabilities. To support this, the government has allocated 6.6 billion hryvnias, enough to house 3,300 families. For context, this program is a key component of Ukraine's post-war reconstruction strategy, targeting those most affected by the conflict.

How to Obtain a Housing Voucher

Ukrposhta serves as the program operator, responsible for verifying fund availability once a reservation request is submitted through the Diia app. Confirmation of the reservation takes place within 5 days, after which applicants have 60 days to finalize a property purchase agreement with any notary.

  • The maximum housing voucher amount is 2 million hryvnias.
  • Vouchers remain valid for 5 years.
  • A key condition is that the purchased property cannot be sold or transferred during this 5-year period.

The voucher is automatically generated following a commission decision and is entered into the Register of Damaged and Destroyed Property. The system operates on a first-come, first-served basis, with priority determined by the date and time of application. Any unused funds within the 60-day window are returned to the program operator.

'At the same time, we recognize that the need is far greater. That is why we are consistently working to secure additional funding and expand the program so that as many Ukrainians as possible can purchase their own homes,' said Oleksiy Kuleba, a representative of Ukraine's Ministry of Communities and Territories Development.

The introduction of the 'Housing for IDPs from Temporarily Occupied Territories' program marks a significant step in supporting internally displaced persons, especially those impacted by the war. Beyond providing housing, it aims to restore social stability across the country. Future efforts to attract more funding could allow the program to grow, which is critical for meeting the needs of all those affected by the conflict.

In addition to the newly launched housing vouchers, internally displaced individuals with combat status are now also eligible for financial assistance. This expansion of the program highlights the government's ongoing commitment to support those most affected by the conflict, ensuring that various groups of IDPs have access to vital housing resources.
