Museum Workers in Ukraine Earn Just 43% of the National Average Salary
International Museum Day
According to Главком: Celebrated annually on May 18, International Museum Day was established in 1977 by the International Council of Museums (ICOM). This observance aims to highlight the vital role museums play in society and their contribution to preserving cultural heritage. However, in 2026, the earnings of Ukrainian museum staff are projected to reach only 43% of the country's average wage, raising concerns about the sustainability of the sector.
Museum Salaries in 2026
As of January 1, 2026, actual gross salaries for cultural workers range from 8,000 to 10,000 UAH. After taxes, take-home pay falls between 6,000 and 8,000 UAH. By the end of 2025, the average salary for librarians, archivists, and museum employees stood at 12,200 UAH-still below the national average, underscoring a persistent wage gap.
In May 2026, job postings for research staff in Vinnytsia offer salaries between 8,647 and 9,500 UAH, while museum attendants in Kyiv earn 7,000 to 8,000 UAH. On the higher end, certain technical specialists at the National Museum of the History of Ukraine in the Second World War can earn 25,000 to 30,000 UAH.
What has changed in 2026? The national budget for 2026 allocates an additional 191.5 million UAH for cultural and educational staff wages, with the overall payroll fund increasing by 10.6%. Funding for national museums, libraries, and cultural-educational centers rose by 83.3 million UAH-a 7.2% increase compared to the previous year. Starting January 1, 2026, Ministry of Culture Order No. 103 took effect, removing the link between managers' salaries and visitor numbers during martial law.
Bonuses and allowances also shape the overall compensation structure in the cultural sector. Employees with a Doctor of Sciences degree receive a supplement of up to 25% of their base salary, while those holding a Candidate of Sciences or Doctor of Arts degree qualify for up to 15%. The honorary title "National" entitles staff to a 40% bonus, and "Merited" status adds 20%. Seniority bonuses apply as well: 10% for over three years of service and up to 30% for more than two decades.
This year, International Museum Day arrives amid notable shifts in museum salaries and overall budget funding, underscoring the need for sustained support of Ukraine's cultural sector. Rising payroll expenditures and new salary regulations could represent meaningful steps toward improving working conditions for museum professionals, which in turn would benefit the preservation and development of the nation's cultural heritage.
As the cultural sector grapples with low salaries, it's essential to examine the broader context of wage dynamics across various professions. Notably, occupational safety specialists have recently seen a significant salary increase, reflecting shifts in the job market that may influence future trends for museum workers and other cultural employees. Understanding these changes can provide insights into the challenges faced by different sectors in Ukraine.
