BEB Deputy's Family in Volyn Holds Luxury Assets and Russian Passports: Investigation Reveals

According to Главком: An investigation by Bihus.Info has uncovered that the family of Serhiy Zhuravlov, deputy head of the Volyn territorial department of the Bureau of Economic Security (BEB), possesses luxury cars, high-end real estate, and land. The official explains some of these assets as financial assistance from his father, who resides in temporarily occupied territories and holds a Russian passport. In his declarations, Zhuravlov stated he uses property and vehicles registered to his father.
Family Assets
The family's vehicle collection includes a BMW and a Ford Mustang. In 2021, Zhuravlov's father purchased an apartment and a parking space in the Delmar Lux residential complex in Dnipro, which Serhiy himself began using. Around the same time, his father also bought approximately 0.3 hectares of land in the village of Horenychi near Kyiv. In 2024, Serhiy's sister, Tetiana Zhuravlova, became the owner of an office space of about 160 sq. m. in Dnipro. At the end of 2021, she acquired a share in a nearly 240 sq. m. premises in central Dnipro, which operates as a hostel. According to her declaration, in 2024 Tetiana declared an income exceeding 7.5 million UAH, which is seven times higher than in previous years. The hostel premises were purchased at a very low price.
After 2014, Zhuravlov's parents remained living in the occupied part of Donetsk region, obtaining Russian passports. Since the mid-2000s, his father has invested in real estate in Crimea and periodically visits occupied Donetsk, Crimea, and Italy, where he also owns property. The mother of the head of the Volyn territorial BEB department, Larisa Revina, 68, became a co-owner of a fuel company that began generating millions in profits shortly after its creation.
It is worth noting that BEB Director Oleksandr Tsyvinsky declared a pension of 318,600 UAH for the first time on March 5. Serhiy Zhuravlov noted that
"the register has been maintained centrally since 2010, and, as I indicated, my father began selling all his business from 2010. Therefore, those incomes may not be contained in the centralized register."
He added that
"the nature of our state's economy included such transactions as cash, barter, other currency exchange operations. Cash circulation was a normal, common practice."
This investigation highlights potential corruption risks within state institutions, particularly concerning assets that may be linked to individuals residing in occupied territories. The BEB is a relatively new Ukrainian law enforcement agency created to combat economic crimes. Ensuring transparency and accountability in public administration is crucial, especially during wartime, when public trust in institutions is paramount for national resilience.
