Ukrainian President Holds Strategy Session on Poland Relations
According to ХВИЛЯ: Ukrainian President Volodymyr Zelenskyy convened a high-level meeting to review Kyiv’s approach to Poland. During the session, he identified five concrete measures designed to reset bilateral talks with Warsaw. The most significant of these involves opening the archives of Ukraine’s intelligence services regarding the tragic 20th-century events in Volhynia.

- Full disclosure of all archives from the Security Service of Ukraine and the Foreign Intelligence Service related to the Volhynia events.
- Securing additional permits for search and exhumation operations.
- Exploring new formats to expand people-to-people dialogue between the two nations.
- Broadening the capabilities of the Ukrainian Institute of National Memory.
Zelenskyy agreed with the institute’s head, Oleksandr Alfiorov, to prepare a comprehensive set of proposals to implement these steps. The president also called on government officials and the relevant parliamentary committee to consider increasing financial and other support for the institute, ensuring it can adequately represent Ukraine’s interests.
“Proper representation of Ukrainian interests requires appropriate capabilities,” Zelenskyy stated.
Earlier, Ukraine’s Foreign Minister Andrii Sybiha had proposed a de-escalation plan to Poland. In Warsaw, officials have publicly noted that information leaks about Volhynia are part of an FSB operation aimed against both Kyiv and Warsaw.
“Everyone in Europe needs good-neighborly, equal, and mutually beneficial relations built on respect,” Zelenskyy emphasized.
Unsealing the Ukrainian intelligence archives on Volhynia could mark a pivotal step in improving Ukrainian-Polish ties, as it would give both sides fuller access to information about contentious historical events. Against the backdrop of regional tensions, such a dialogue may help reduce friction and foster more constructive cooperation between Ukraine and Poland. This also underscores the role of historical memory in international relations and the need for open communication to mitigate conflicts.
