According to ХВИЛЯ: A fresh attempt to overhaul Ukraine's housing sector has emerged as a revival of a contentious 2022 legislative draft. According to Oleg Popenko, head of the Union of Consumers of Utility Services, this initiative from the Ministry for Communities and Territories Development replicates ideas previously championed by MP Halyna Tretyakova. Popenko asserts that the new draft law on housing stock management is a central component of the proposed housing policy reform. This reform is a sensitive issue in Ukraine, where property rights are a cornerstone of economic stability for millions of citizens.

Concerns Over the Proposed Model

In 2022, MP Tretyakova presented a similar project that would have mandated the registration of a legal entity (a household) for every residential property. Popenko highlights that public backlash at the time was significant, leading to the draft law being halted.

"A similar project was presented in twenty-two by MP Tretyakova. It was called a 'household,' requiring a legal entity to be registered in every building. It's the same thing, but it didn't pass. I raised a huge outcry on air back then, and they suspended that law, but now they are pushing through a different one." - Oleg Popenko

Popenko also expressed fears that the new model could effectively strip citizens of their property, creating a scenario where 70-80% of housing in Ukraine would not belong to individuals but would be concentrated in the hands of unknown entities.

Consequently, the Ministry's initiatives are raising alarms about the future of housing policy in the country and the property rights of owners.
