IDPs from occupied territories will receive 2 million UAH for housing: first applications from December 1
According to Міністерство інфраструктури: Starting December 1, internally displaced persons from temporarily occupied territories who have the status of combatants or persons with disabilities due to the war will have the opportunity to receive a housing voucher worth 2 million UAH through the Diia application. This is the first stage of the program being implemented by the Ministry of Development. The ministry is creating conditions to attract resources to the program and expand it to other categories of internally displaced persons.
The housing voucher will allow the purchase of an apartment or house, invest in housing construction, and also be used for a down payment or mortgage repayment. Oleksii Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine – Minister for Community and Territorial Development, emphasized that supporting those who have moved from temporarily occupied territories is one of the key priorities of the Ministry.
Criteria for participation in the program
At the first stage, only those internally displaced persons who have IDP status, are combatants, or are persons with disabilities due to the war, confirmed previous residence in the temporarily occupied territory, and currently reside in an area under Ukrainian control can submit an application. Participation is possible if the applicant and their family do not own other housing in a controlled territory, except in cases of unpaid mortgages or housing in areas of active hostilities.
Applications for participation in the program can be submitted starting December 1 through the Diia mobile application. It is necessary to update the application, confirm family composition, obtain partner consent for data processing, and send a signed application through Diia. Documents will be automatically checked by the Ministry of Finance, and approved applications will be forwarded to the commission for review.
The housing voucher program for internally displaced persons from temporarily occupied territories will be an important support in obtaining housing for those who have left their native places due to the war. This is a step towards improving living conditions and supporting vulnerable categories of the population.
