Free Document Replacement Now Available for Released Prisoners of War

According to Главком: The Cabinet of Ministers has approved a measure to broaden government assistance for Ukrainians who endured Russian captivity or unlawful detention during the war. Starting now, those affected can obtain a new driver’s license or vehicle registration certificate at no cost through Ministry of Internal Affairs service centers. This initiative aims to ease their reintegration into society and help restore their legal rights.
Under the updated rules, eligible individuals may use this free document replacement service once within a year of their release from captivity. Interior Minister Ihor Klymenko stated that
“citizens who survived captivity or unlawful detention due to the war can restore their lost driver’s license or registration certificate free of charge at MVS service centers.”
This policy is part of broader efforts to address the needs of those affected by the ongoing conflict.
Rights for Families of Missing Persons
Additionally, the government has clarified procedures for families of individuals who have gone missing under special circumstances. Official guardians appointed to manage the property of such persons can now renew a vehicle registration certificate in the missing individual’s name. Klymenko explained:
“We have also addressed an issue currently faced by families of those missing under special circumstances. Guardians designated to manage the property of these individuals can now restore, for example, the vehicle registration certificate in the missing person’s name and lawfully handle that property in the owner’s interest.”
These changes will support families grappling with the war’s aftermath and provide them with essential tools to reclaim their rights. Notably, on June 5, Ukraine and Russia conducted a prisoner exchange that brought 185 Ukrainian defenders home.
The Cabinet’s decision to expand state aid for former captives marks a significant step toward reintegrating war-traumatized individuals. It also underscores Ukraine’s commitment to assisting its citizens under difficult circumstances by ensuring access to critical documents and legal protections.
