90 million UAH wasted on shelter for school: investigation of spent millions

The construction of the shelter for Lyceum No. 4 in Ladyzhyn has not yet started

Lyceum No. 4 in Ladyzhyn still lacks a shelter for 600 people, despite the city authorities signing a contract for its construction worth over 77 million UAH in April 2024.

The agreement with LLC 'Center-Montage-Energo' envisaged the creation of facilities for students and staff, as well as storage and technical blocks. However, construction has not yet begun, although it was planned to be completed by September 2025.

'The procurement was officially marked as being carried out under the Ukraine Facility program, meaning with international or donor funding.'

In June 2025, a new tender was announced with numerous adjustments to the cost and construction terms. However, actual construction work has still not started.

Problems and risks for Ladyzhyn

Local experts point out the risks of not receiving a modern shelter for the school due to ineffective use of allocated funds and the authorities' inability to solve this problem. In case the funding is not utilized, the city may receive only a partial shelter or another unfinished construction.

As a result, more than 90 million UAH allocated for the construction of the shelter for the lyceum remain unused, while students and teachers of Lyceum No. 4 are forced to wait for a safe shelter.
