Ukraine's Electricity Balancing Market in Crisis

According to Главком: A massive accumulation of debt within Ukraine's electricity balancing market is jeopardizing the stability of the national power grid and preparations for the upcoming winter. The situation, which demands urgent government intervention, is primarily caused by payment failures from state and municipal entities. The total debt owed to the National Energy Company 'Ukrenergo' now exceeds 46 billion hryvnias, while Ukrenergo itself owes over 32 billion hryvnias to electricity producers. This crisis unfolds as Ukraine's energy infrastructure remains a target in the ongoing conflict, making system stability even more vital.

"The debt owed to Ukrenergo has surpassed 46 billion hryvnias and continues to grow. Simultaneously, Ukrenergo owes producers on the balancing market more than 32 billion hryvnias. We are heading toward negative records that are damaging the stability of the entire energy system."

Oleksandr Trokhymets, Vice President for Energy at the Ukrainian National Committee of the International Chamber of Commerce

This warning follows earlier alerts from the Federation of Employers of Ukraine's Fuel and Energy Complex about the deepening crisis on the balancing market. Trokhymets further stressed the fundamental need to enforce payment discipline across the sector:

"Energy workers are doing everything to keep the lights on in Ukraine. If we can make it clear to all that electricity cannot be free, ensure payment discipline, and implement sound management decisions, we can at least stop the debt from growing. Then we can move toward meeting obligations and breaking the chains of non-payment."

Immediate Action Required

The expert insists that preparing for winter and resolving the industry's critical issues must begin immediately to avoid a dire situation when cold weather arrives. 'Preparation for winter and solving the critical problems of the industry must happen now, so the country does not find itself in a difficult position with the onset of frost,' Trokhymets noted. The balancing market situation is acute and requires immediate state attention to ensure the stability of Ukraine's energy system.

The debt crisis highlights a systemic failure that could have severe consequences for the country's energy security, particularly during the high-demand winter season. Given the enormous sums involved, resolving these payment arrears is crucial to preventing a potential energy collapse. State authorities must take urgent measures to stabilize the situation and guarantee an uninterrupted electricity supply for households and industry alike.

As the energy sector grapples with unprecedented debt levels, the call for regulatory measures has intensified. In light of the looming winter challenges, energy employers are advocating for an extension of the electricity price cap to stabilize the market and ensure financial viability. This move could play a crucial role in mitigating the ongoing crisis and securing a reliable power supply for the nation.
