Kyiv Metropolis of the UOC MP sues the state service over the order

The Kyiv Metropolis of the Ukrainian Orthodox Church of the Moscow Patriarchate has decided to file a lawsuit against the State Service of Ukraine for Ethnopolitics and Freedom of Conscience. The clerics are trying to obtain recognition of the order of the state service dated July 17, 2025, regarding the elimination of violations of legislation as invalid. They believe that this order contradicts everyone’s right to freedom of worldview and religion.

The court has decided to consider this case in a simplified manner, without calling the parties to the hearing. Additionally, it was decided to require the State Service to provide copies of all documents that were the basis for issuing the contested order. An investigation carried out by the State Service established that there are canonical ties between the UOC and the ROC.

  • Other claims made against the Primate of the UOC MP are also drawing attention. Among them is the provision of decisions from the highest church authority bodies according to which the UOC should exit the structure of the ROC, as well as regarding the recall of clergymen and other canonical points.

A year since the adoption of the law banning the Moscow church

On August 20, it will be a year since the adoption of the law banning the Moscow church on the territory of Ukraine. Member of Parliament Yuliya Sirko believes that the implementation of this law is being delayed due to the presence of 'Russian agents' in governmental structures. The MP sees the problem in the sabotage by the Cabinet of Ministers, which is dragging out the adoption of the necessary regulatory acts.

The UOC MP is filing a lawsuit against the State Service for Ethnopolitics and Freedom of Conscience regarding the order that they believe contradicts the right to freedom of worldview and religion, while MP Yuliya Sirko points out the presence of 'Russian agents' in governmental structures that delay the implementation of the law banning the Moscow church.
