Can you receive a housing subsidy if you have debts for utility services
Ukrainians with debts for utility services can receive a housing subsidy if the debt does not exceed 680 UAH or if a restructuring agreement has been signed. This was reported by PFU.
Under what conditions is a housing subsidy not provided if the household has debts
According to the Regulations on the appointment of housing subsidies approved by the Cabinet's resolution of October 21, 1995, No. 848, a subsidy is not provided if the overdue debt for housing and utility services exceeds 680 UAH (40 non-taxable minimum incomes of citizens) and lasts more than three months.
However, there are exceptions: for family-type children's homes, large families, and foster families, the debt threshold is set at 4000 UAH.
Conditions for receiving a housing subsidy if there is a debt for utility services
A subsidy can be obtained if:

the debt is documented as paid;

a restructuring agreement has been signed;

the debt is challenged in court (if there is a ruling on the initiation of proceedings).
For internally displaced persons (IDPs) living without a rental agreement, debts incurred before receiving IDP status are not taken into account. The subsidy is granted only for those utility services for which there are no debts, as indicated in the application for assistance. Information about the debts is provided by the house managers, homeowners’ associations, or utility service executors.
Citizens with debts are advised to contact utility service executors to clarify the reasons for the debt and the conditions for its repayment. This may include checking charges or entering into a payment plan.
