New 2026 Supplement for Chernobyl-Affected Pensioners

According to ХВИЛЯ: A new monthly supplement of 2,595 hryvnias will be introduced in 2026 for non-working pensioners who are recognized as Chernobyl victims from specific contaminated territories. This measure, established by Ukraine's 2026 State Budget Law, is designed to provide additional financial aid to those who resided in officially designated contaminated zones. To qualify, individuals must verify their Chernobyl victim status and provide documented proof of permanent residence in these areas.

Categories of Contaminated Territories

The contaminated territories are divided into three categories:

• The Exclusion Zone,
• The Zone of Mandatory (Unconditional) Resettlement,
• The Zone of Guaranteed Voluntary Resettlement.

The supplementary payment will be available only to residents of the second and third zones. Applicants must provide a special certificate and a third-category Chernobyl victim's ID. Furthermore, they must confirm that they lived in the contaminated territories as of April 26, 1986, or during the period up to January 1, 1993, and also after January 1993.

It is crucial to note that the supplement will not be granted to individuals who have moved away from the resettlement zone or changed their registered address. The Pension Fund of Ukraine (PFU) will verify all data by cross-referencing information with the Unified State Demographic Register and other official systems. As PFU representatives stated:

“The supplement for non-working individuals is established on the condition that they lived in the respective zones as of April 26, 1986, or during the period up to January 1, 1993.”

This initiative represents a significant step in supporting pensioners affected by the long-term consequences of the 1986 Chernobyl disaster.
