This situation is common in nations transitioning their environmental policies, where dedicated funds are often absorbed to cover broader budgetary needs.

For over two decades, the State Environmental Protection Fund, established in 1991, financed ecological projects using this tax revenue. The move to the general fund fundamentally altered that system. In 2024, the Decarbonization and Energy-Efficient Transformation Fund was created, but it primarily funds energy efficiency projects rather than directly reducing industrial emissions. This has caused concern among major industrial taxpayers, who are the primary contributors to the eco-tax, as they cannot access the fund's resources to modernize their polluting operations.

Furthermore, Ukraine's environmental tax model fails to cover all significant pollution sources, notably the transport sector, which limits its overall effectiveness. The country also lacks financial incentives for businesses, such as tax breaks, grants, or subsidies, which could encourage emission reductions and the adoption of green technologies. This points to systemic issues with the tax base, administration, and allocation of funds that must be addressed to improve the country's ecological situation.

Problems and Current Initiatives

Among the initiatives supported by the Decarbonization Fund are:

  • Installing solar power stations on public buildings;
  • Conducting energy audits;
  • Leasing programs for condominium associations.

Despite these steps, the core question remains unanswered: why are the funds collected from the environmental tax not directed toward nature conservation? This demands an urgent review of Ukraine's environmental policy and financial mechanisms.

The situation with ecological taxation in Ukraine underscores the pressing need for environmental reform. The failure to use eco-tax revenue for its designated purpose jeopardizes green projects and could have severe consequences for the country's ecology. It is crucial for state authorities to consider feedback from businesses and experts to develop effective funding mechanisms for environmental initiatives, which would contribute to improving Ukraine's environmental health.
