According to ХВИЛЯ: The working group is considering the possibility of introducing hybrid voting for elections during a special or post-war period, focusing on the participation of Ukrainians abroad and internally displaced persons. The head of the 'Servant of the People' faction, David Arakhamia, spoke at a meeting of the working group, where the concept of hybrid voting, which would combine online and offline formats, was discussed.
Arakhamia noted that the issue of voting for Ukrainians abroad is complicated, as some countries directly prohibit voting. He also emphasized that the existing register of internally displaced persons (IDPs) does not reflect the real number of people, which may complicate the organization of elections. In the event of a potential peace scenario, a referendum and presidential elections are expected to be held within 90 days.
The Importance of Election Legitimacy
The faction leader emphasized the importance of shaping the budget for the electoral process under the maximum scenario. Arakhamia expressed concern that if there is a low turnout in the elections, this could provide the enemy and other opponents with an argument to recognize the elections as illegitimate or minimally legitimate. Thus, achieving maximum participation of Ukrainians abroad and IDPs is an important task for ensuring the legitimacy of the electoral process.
The introduction of hybrid voting could be a decisive step towards ensuring the participation of Ukrainians in elections, especially under martial law. Considering the needs and issues faced by Ukrainians abroad and internally displaced persons is key to the successful conduct of elections and the support of democratic processes in the country. Proper organization and informing voters can significantly influence the legitimacy of election results and, consequently, the further political course of Ukraine.
