The situation has been complicated by an appeal filed by the Cabinet of Ministers on April 14, 2026, challenging a ruling from the Kyiv District Administrative Court made on March 4. That court had declared Resolution No. 821, which took effect on July 17, 2025, unlawful and invalid. This legal battle centers on a government resolution that created a separate budgetary category for court-ordered pension recalculations, a move which has effectively stalled the disbursement of owed funds.
