Kyiv Heating Tariff Reduction

According to Главком: In June 2026, residents of Kyiv received adjusted heating bills for January 2026, reflecting a 40% reduction in charges. This recalculation followed Resolution No. 683 of the Cabinet of Ministers of Ukraine, which came into effect in May 2026. The total discount for consumers exceeded UAH 720 million, providing significant financial relief for the capital's inhabitants.

The municipal utility company Kyivteploenergo reduced the January 2026 heating fees for 99% of its customers, covering over one million apartments. 'Kyivteploenergo has lowered the payment for heating services provided in January 2026 for 99% of its consumers, affecting more than one million households. The automatic recalculation was carried out according to the algorithm approved by Cabinet of Ministers Resolution No. 683, which took effect in May 2026. It accounts for periods when the service was unavailable and when the heating medium did not meet quality standards,' stated the Kyiv City State Administration.

Recalculation Circumstances and Consequences

No charges were issued for January 2026 in February 2026 due to devastating attacks on the capital's critical infrastructure, which caused extensive damage to networks and equipment. Resolution No. 683 established an automatic recalculation algorithm for heat supply companies. 'In May, the Cabinet of Ministers adopted Resolution No. 683, which approved an automatic recalculation algorithm for heating, applying appropriate coefficients. We performed the January calculations immediately after the resolution was passed, during the inter-heating period when the payment burden is lower,' explained Kostyantyn Lopatin.

The duration of heating outages and quality reductions varied from building to building, depending on the heat source, the ability to switch to alternative supply, emergency power outages, and the building's energy efficiency. Under stable operation of heat sources, total charges in the capital would have exceeded UAH 1.85 billion. However, the actual heating charges for January 2026 amounted to UAH 1.13 billion. 'Kyiv residents received a total discount of UAH 720 million, meaning the cost of the service dropped by 40%,' emphasized Kostyantyn Lopatin.

As a result, the government's decision and the implementation of the Cabinet's resolution significantly eased the financial burden on the capital's residents during a challenging period.

The reduction in heating tariffs for Kyiv residents was a response to the difficult situation caused by destructive attacks on infrastructure, which affected service quality. The automatic recalculation approved by the government allowed for lower financial costs for consumers, particularly important amid economic instability. This step also demonstrates the authorities' readiness to address challenges and support the population during tough times.

While the recent reduction in heating bills has provided much-needed relief for Kyiv residents, many are still grappling with the consequences of delayed charges. For a closer look at how the delayed billing for January 2026 has impacted households, you can read more about the situation here.
