Major Renovation for Obolon Park

According to Главком: The municipal enterprise 'Kyivzelenbud' has awarded a contract for a major renovation of Obolon Park to the company 'Eurotekhnolohii Hrup' (Eurotechnologies Group LLC), with a total project value of 65.22 million hryvnias. According to information published in the 'Prozorro' public procurement system, the work will focus on the park's southwestern section along Pryrichna Street in Kyiv's Obolon district and is scheduled for completion by the end of 2024, with a target finish date of June 2024. This project is part of ongoing efforts to restore and improve Kyiv's public spaces following the challenges of recent years.

Funding will come from the local budget, allocated between March and June. Since the start of the full-scale invasion, 'Kyivzelenbud' has signed contracts totaling 632.72 million hryvnias, not counting terminated agreements. The park renovation design was prepared by entrepreneur Olena Valeriivna Bunish, with expert reviews conducted by 'Ukrainian Interregional Construction Expertise LLC' and 'Expertiza YuA LLC'.

Cost Breakdown and Competitive Landscape

The contract price for the capital repair includes:

  • 7.29 million hryvnias in profit, accounting for 11% of the cost;
  • 191 thousand hryvnias allocated for risk;
  • 82 thousand hryvnias for inflation.

The largest single expense in the estimate-13.60 million hryvnias-is designated for a pedestrian bridge structure. The bridge steel costs 887 thousand hryvnias per ton, delivered. Dense, coarse-grained asphalt type B, grade 1, is priced at 4,773 hryvnias per ton, while fine-grained asphalt is 5,063 hryvnias per ton, delivered. The cost for patterned 'Golden Mandarin' Grace Modern concrete paving slabs (60mm thick) is 748 hryvnias per square meter, excluding delivery. The estimated average monthly worker salary in the budget is 37,860 hryvnias.

Other bidders for the tender included 'Kreator Kompani LLC' and 'Avtomahistral-Zakhid LLC'. The director and founder of 'Eurotekhnolohii Hrup' is Volodymyr Anatoliiovych Boiprav. Until 2024, the firm was owned and managed by Roman Hovorun. In 2016-2018, co-founder Taras Anatoliiovych Boiprav also managed the company from 2014 to 2018. Since 2018, Taras Boiprav has worked as deputy head of the Capital Investments Department at 'Kyivzelenbud'. In his 2018 asset declaration, he listed co-ownership of 'Eurotekhnolohii Hrup'.

'Eurotekhnolohii Hrup' shares a registered address with 'Ukrzemtekhnika LLC', managed by Olha Hovorun and Nadiia Boiprav. Nadiia Boiprav is the mother of Taras and Volodymyr Boiprav. Since 2017, 'Eurotekhnolohii Hrup' has won tenders worth a total of 460 million hryvnias, with 377 million of that coming from contracts with 'Kyivzelenbud'.

The scope of work for the capital repair includes:

  • a pedestrian bridge;
  • an underground pumping station;
  • irrigation systems;
  • lighting;
  • paving;
  • a water intake well;
  • video surveillance;
  • electrical supply;
  • small architectural forms (MAFs);
  • landscaping.

The bridge design calls for a primary frame of bridge steel and shaped steel profiles, decking made of composite terrace board, railings of stainless steel with vertical divisions and an oak handrail, as well as LED strip lighting and Welesgard anti-corrosion protection.

"He left and forgot the way to us," commented a representative of 'Eurotekhnolohii Hrup' regarding Taras Boiprav.

The overhaul of Obolon Park is a component of Kyiv's green space development program, aimed at enhancing the living environment for the capital's residents. The contractor, 'Eurotekhnolohii Hrup', has prior experience with similar projects, which may indicate a competent level of execution. Successful completion of this renovation could mark a significant step in improving the city's infrastructure and the quality of life for its inhabitants.
