Clarification from the Interior Minister
According to ХВИЛЯ: Interior Minister Ihor Klymenko has detailed the authority of the National Police within the mobilization process. He explained that police can only participate in mobilization activities upon a direct request from Territorial Recruitment Centers (TRCs). Their role is limited to assisting TRC representatives in notifying individuals eligible for military service and reservists. Furthermore, the National Police is authorized to carry out administrative detention and deliver individuals who are evading mobilization directly to the recruitment centers.

Klymenko clarified that administrative protocols for violations of military registration rules are drawn up exclusively by TRC officials. He stated:
"The police do not establish or determine the status of a violation of military registration rules or a 'wanted' status. We only identify individuals who already have this status, as established by TRC officials." - Ihor Klymenko
Therefore, the police do not independently classify individuals as mobilization evaders.
The Ministry of Internal Affairs possesses precise data on the number of individuals delivered to TRCs. However, this information is classified and not subject to public disclosure while martial law is in effect. This clarification comes as Ukraine continues to bolster its defense forces. It is worth noting that the Verkhovna Rada has previously considered proposals for new sanctions against evaders. Parliamentarians have suggested:
- strengthening administrative liability;
- restricting a range of rights for citizens who systematically ignore legal requirements and fail to update their military registration data.
These explanations underscore the important, yet defined, role of the National Police in mobilization, highlighting the clear division of powers between the police and the TRCs.
