The Constitutional Court of Ukraine and German experts are developing new judicial rules: what will change
On November 26, 2025, a meeting was held with the Acting Head of the Constitutional Court of Ukraine, Oleksandr Petryshyn, and judges of the Court Oleksandr Vodyannikov, Viktor Horodovenko, Viktor Kychun, Oleg Pervomaysky and Halyna Yurovska with the advisor on dialogue from the German Society for International Cooperation (GIZ), Dorothea Gamacher.
The event was also attended by legal advisors of the GIZ project “Enhancing Ukraine's Compliance with EU Standards in the Field of the Rule of Law,” Natalia Huzhviy-Tovstenko and Ilona Bolyubash, as well as legal advisor of the German Foundation for International Legal Cooperation, Hennadii Ryzhkov.
During the meeting, the parties discussed relevant areas of cooperation between the Constitutional Court of Ukraine and the German Society for International Cooperation and noted the importance of supporting institutional reforms in the field of constitutional justice. The importance of a constant professional exchange between Ukrainian and German experts to strengthen the rule of law in Ukraine and to ensure the development of a legal framework compliant with European standards was emphasized.
A separate aspect of the discussion was interaction with the European Union Agency for Fundamental Rights (FRA), which allows for sustainable access to modern European expertise in the field of human rights and promotes the harmonization of the approaches of the Constitutional Court of Ukraine with European practices. The participants noted that such partnerships play a key role in the development of the national system of constitutional control and in strengthening trust in state institutions.
Details about future cooperation prospects were also discussed, with priority areas including the support of sustainable functioning of constitutional judicial proceedings, attracting international expertise during the processing of complex constitutional and legal issues, conducting joint training events, expanding professional contacts, and developing new formats for experience exchange.
Special attention was paid to the formation of long-term partnership mechanisms that would contribute to enhancing the institutional capacity of the Court in the context of Eurointegration processes.
In conclusion, the participants highlighted the constructive nature of the dialogue and identified priority intentions for further joint projects aimed at strengthening constitutional justice in Ukraine and integrating into the European legal space.
Participants of the Constitutional Court of Ukraine discussed a number of cooperation issues with the German Society for International Cooperation. The importance of supporting institutional reforms in the field of constitutional justice was emphasized, as well as the need for constant experience exchange between experts to ensure the development of the rule of law in Ukraine. Interaction with the European Union Agency for Fundamental Rights was also discussed, which promotes the harmonization of approaches of the Ukrainian court with European standards.
