Tenders Fail to Attract Suppliers for Hospitals and Municipal Utilities on a Massive Scale
Electricity Market Challenges
According to Главком: Hospitals and municipal utilities are increasingly unable to secure suppliers through public tenders, a crisis driven by current judicial and regulatory frameworks in the electricity procurement sector. As a result, these institutions are forced to turn to the supplier of last resort, incurring significantly higher costs. According to expert Iryna Dmytrotsa, the price charged by the supplier of last resort far exceeds what would be paid under normal electricity market conditions. This issue affects critical public services, particularly in a country already grappling with energy instability.
Obstacles and Dangers
A core problem is that existing practices fail to account for the unique dynamics of the electricity market. Suppliers struggle to operate amid high volatility, which further complicates reliable electricity delivery to municipal utilities and hospitals.
'Has anyone ever calculated... We talk about legislation, we talk about losses to the state, but has anyone actually counted what the state loses when, for example, a municipal utility or a hospital goes to tender?' - Iryna Dmytrotsa
MP Viktoriia Hryb highlights the risks this situation poses to energy security. Dmytrotsa also stresses that 'there are very many such cases, and someone should count how many of those enterprises have already switched to the supplier of last resort, and what losses that causes to the state, because the tariff there is much higher.'
The expert urges the government to examine how electricity market prices are formed and to pass necessary legislative amendments. 'The state should look into the process of electricity market price formation and adopt the required changes to the legislation so that this critical infrastructure-and not only critical infrastructure-can purchase electricity at normal prices,' she states.
The situation on the electricity market demands urgent government action to ensure the stability and security of the country's energy system.
With growing financial pressures and market instability, municipal utilities and hospitals find themselves in a precarious position that could undermine their operations and service delivery. A review of current legislation is essential to address modern challenges, along with mechanisms to guarantee stable electricity supply at reasonable prices. A comprehensive approach is needed to prevent further economic losses and safeguard national energy security.
The challenges in the electricity procurement sector not only impact hospitals and municipal utilities but also raise broader concerns about market stability. As highlighted by experts, government restrictions are undermining the market and placing additional burdens on consumers.
