Digital medical conclusions for Ukrainians starting from 2026

Ukrainians will be able to obtain medical conclusions for driver's licenses and child adoption in electronic format, which will simplify the procedure for obtaining documents. The new system is set to launch in 2026, provided necessary changes to the legislation are made.

New electronic services in the healthcare sector

Dmytro Chernysh, director of the Department of Electronic Healthcare System Development at the NHIF, spoke about the plans for digitalization during the eHealth Day at the Public Health exhibition. The transition to electronic medical conclusions has many advantages, particularly making procedures simpler and more transparent, allowing to avoid unnecessary bureaucracy and queues in hospitals.

'We are preparing to launch new electronic medical conclusions next year — for adoption, for drivers. These are important documents that need to be transitioned to digital format,' explained Chernysh.

However, the implementation of new services depends on changes in legislation. The parliament will need to update the relevant regulations and laws in order for the new electronic documents to have legal force.

Electronic appointment of assistive devices for patients

Among the important news is the launch of electronic prescriptions for assistive devices for patients who require rehabilitation. This service is planned to be activated this year. The doctor will issue an electronic prescription for the required device, which will automatically be forwarded to the Ministry of Social Policy.

'If previously this data was documented on paper, now it will be automatically transmitted to the Ministry of Social Policy, so that the patient can receive the required device faster,' emphasized a representative of the NHIF.

The digitalization of medical processes is part of the strategy to transfer state services online, allowing citizens to save time and reduce corruption risks.

Plans for the digitalization of the medical sector in Ukraine foresee the introduction of new electronic services that will simplify the procedures for obtaining medical documents and become part of the strategy to transfer state services online. This will help avoid unnecessary bureaucracy and reduce the time citizens spend in queues. The implementation of these innovations depends on the adoption of the relevant legislative changes, but soon Ukrainians will have the opportunity to use new digital services in the healthcare sector.
