Ukraine Tightens Oversight on International Bus Services

Revised Regulations for Cross-Border Bus Operations

According to Главком: The Ministry for Communities and Territories Development has updated the framework governing international bus services, introducing stricter oversight of route compliance and adjusting the timeline for processing applications submitted via carriers' online portals. These changes are designed to streamline permit acquisition and enhance transparency in cross-border transportation.

Updated Deadlines and Compliance Measures

Under the new rules, the review period for applications in the carrier's digital account will be up to 30 calendar days for:

• launching
• modifying
• extending
• terminating an international route

Once a route is approved by the foreign counterpart, a final decision is issued within 10 calendar days. Carriers will receive their operating permit within five business days. To correct any documentation errors, companies are granted up to 20 days through the online system.

Additionally, the new approval timelines with other countries are as follows:

• up to six months for neighboring nations
• up to 12 months for other states

A key requirement is that carriers must complete at least 30% of scheduled trips within a 12-month period. The deadline to begin operating a new route is set at 90 days from permit issuance.

The Cabinet of Ministers has also simplified technical inspections for international transporters using permits from the European Conference of Ministers of Transport (ECMT). These multilateral ECMT permits enable the movement of goods across more than 40 countries, expanding opportunities for Ukrainian carriers. To date, over 400 international routes have been opened or extended through the electronic service.

Oleksiy Kuleba, Minister for Communities and Territories Development, emphasized that these changes are crucial for improving transport conditions.
