According to Главком: Authorities in Ukraine’s Carpathian region have uncovered a scheme that siphoned natural gas from the country’s transit system, causing losses exceeding 203 million hryvnias (approximately $5.4 million). The operation was orchestrated by the director of a private company, who recruited three subordinates to carry out the plan. Running from January 2022 through October 2025, the scheme illegally extracted over 8 million cubic meters of gas. This case highlights ongoing challenges in monitoring Ukraine’s energy infrastructure, a sector critical to both the national economy and European energy security.

How the Scheme Worked

The fraud involved tampering with a gas metering unit managed by Ukraine’s Gas Transmission System Operator. Participants used a specialized key to alter data recorded by an electronic calculator, producing false readings on gas volumes. This allowed them to sell the fuel on the open market as if it were their own supply, resulting in substantial financial damage to the state.

Law enforcement has arrested the mastermind and his three accomplices, who have been formally notified of suspicion of crimes including large-scale fraud and money laundering. Prosecutors are preparing requests for pretrial detention, with the prosecution set to demand bail equal to the amount of damages incurred.

In December 2025, authorities also announced audits of financial activities within trade unions at strategic state enterprises, reflecting a broader push for accountability and anti-corruption measures in Ukraine.

This case underscores serious weaknesses in the oversight of natural resource usage in Ukraine.
