NABU completes investigation regarding Lohvynskyi: 54 million UAH from the state budget and scheme with the ECHR
Completion of the pre-trial investigation in a corruption case
According to Главком: The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) have completed the pre-trial investigation in the case of embezzlement and legalization of 54.179 million UAH from the state budget of Ukraine. This case is connected to former people's deputy Hrihorii Lohvynskyi. According to the investigation, the criminal scheme operated from 2013 to 2016.
Involvement of the company and the investigation
According to the case materials, the company LLC 'Golden Mandarin Oil' was a participant in this scheme. In September 2013, an application was submitted to the European Court of Human Rights (ECHR) for the recovery of the specified amount. However, at the time of submitting this application, the enterprise did not take any measures for the actual recovery of the debt. Additionally, the director of LLC 'Golden Mandarin Oil' had already been held criminally liable for fraud.
In January 2020, law enforcement officials uncovered six participants in the criminal scheme. Only in July 2023 was Hrihorii Lohvynskyi informed of the suspicion of organizing the embezzlement of 54 million UAH in favor of the company 'Golden Mandarin' by allegedly deceiving the ECHR in the case against Ukraine. It is important to note that Lohvynskyi's immunity was lifted before his departure from Ukraine, allowing for the continuation of the investigation.
In May 2025, the Appellate Chamber of the Supreme Anti-Corruption Court chose a preventive measure for Lohvynskyi. Thus, the completion of the pre-trial investigation in this case opens new stages in the investigation of corruption crimes in Ukraine.
This case draws attention to the problem of corruption in Ukraine, particularly to the mechanisms used to misappropriate state funds. The completion of the pre-trial investigation may be an important step in the fight against corrupt schemes that harm the state and society. The further development of Lohvynskyi's case may impact citizens' trust in anti-corruption bodies and justice in Ukraine.
