The highest salaries among civil servants: ranking from the Ministry of Finance of Ukraine

The Ministry of Finance of Ukraine has published an updated dashboard on civil servants' salaries for August 2025, where the NACP topped the ranking of leaders with 366 thousand UAH accrued per person. This was reported by Judicial and Legal Newspaper.

Where the highest salaries among civil servants are

The average accrued salary includes not only the salary but also vacation compensations, health benefits, and financial aid, which raises the figures above the basic ones. In the leadership top after the NACP is the Ministry of National Unity with 289 thousand UAH (some time ago the government announced its reorganization within the Ministry of Social Policy), the State Property Fund - 284 thousand, the NAZK - 255.9 thousand, the Accounting Chamber - 209.4 thousand. 

For heads of structural units, the leadership is retained by the NACP with 130.3 thousand UAH, followed by the AMCU (125.8 thousand), the State Property Fund (123.8 thousand), the NCRECP (122.7 thousand), the Accounting Chamber and the Ministry of Finance (119 thousand each), the Cabinet Secretariat and the Customs Service (110 thousand), and the Ministry of Digital Transformation (101.5 thousand).

Specialists also demonstrate high rates: 

• Ministry of Economy - 93 thousand UAH, 

• Accounting Chamber - 92.5 thousand, 

• NCRECP - 81 thousand, 

• Customs Service - 78 thousand, 

• NACP and AMCU - 74 thousand each. 

The difference in salaries of 'service personnel' is particularly striking: 

• NACP - 169.8 thousand UAH, 

• Ministry of Unity - 80 thousand, 

• Melioration Agency - 74 thousand, 

• Water Resources Agency - 67 thousand, 

• NACP - 53.7 thousand. 

Employees of the State Regulatory Service receive 76.4 thousand UAH. The Patronage Service (assistants) leads the Ombudsman's Secretariat with 96.7 thousand UAH, the Accounting Chamber - 89.7 thousand, the VR Apparatus - 86.5 thousand.

Salaries in the judiciary in 2025

In the judiciary, according to the dashboard, leaders of the High Qualification Commission of Judges (HQCJ) earn 263.6 thousand UAH, the High Anti-Corruption Court - 233.1 thousand, the Constitutional Court - 193.5 thousand, the High Council of Justice - 180.2 thousand, the National School of Judges - 176.8 thousand, the Supreme Court - 169 thousand, State Management - 103.5 thousand. Even in the non-existent Supreme Court of Intellectual Property (one employee) - 91.2 thousand UAH. Disciplinary Inspector of the HCJ - 95.4 thousand.

Leaders of departments earn:

• HQCJ - 148.1 thousand UAH, 

• CCU - 110 thousand, 

• HCJ - 100.4 thousand, 

• VAC - 97.2 thousand, 

• Supreme Court - 82.9 thousand, 

• DSA - 56.3 thousand, 

• Court Guard Service - 40.6 thousand. 

Patronage in HQCJ - 162.6 thousand, CCU - 98.8 thousand, VAC - 76.9 thousand, HCJ - 62.2 thousand, Supreme Court - 59.3 thousand. Specialists in HQCJ - 93.7 thousand, servicing - 64.3 thousand, workers - 68.8 thousand UAH.
