According to Главком: Ahead of the NATO summit scheduled for July 7–8 in Ankara, alliance members are working to finalize the scope and duration of their military aid commitments to Ukraine. NATO ambassadors have already approved language committing €70 billion for military equipment, training, and support through 2026. A second phase extends these pledges through 2027, maintaining at least comparable levels of assistance-potentially bringing the total to €140 billion. However, Italy is currently blocking any formal commitment for 2027.

A new round of negotiations among NATO ambassadors is planned for Thursday. The €70 billion annual figure includes €30 billion from a European Union loan and €40 billion aligned with commitments made at the 2024 Washington summit. Between mid-2024 and mid-2025, allies provided over €50 billion to Ukraine, with the United States covering 40% of that amount. At the 2024 Washington summit, allies pledged a minimum of €40 billion per year.

Plans and Challenges

Former NATO Secretary General Jens Stoltenberg had proposed a two-year plan, but President Joe Biden opposed it. The funding target was later revised at the 2025 Hague summit. Current NATO Secretary General Mark Rutte has backed an Estonian initiative calling for member countries to allocate 0.25% of their GDP to military support for Ukraine-excluding the U.S., this could generate roughly €60 billion annually on top of the EU loan. Yet this proposal has faced resistance from France, Italy, and Spain.

Germany, meanwhile, plans to contribute €11.5 billion in military aid. Kyiv will need between €8 and €10 billion in fresh financial injections. A May meeting of NATO foreign ministers took place in Helsingborg, Sweden, to discuss next steps for supporting Ukraine. Slovak Prime Minister Robert Fico has voiced strong opposition to the alliance’s plans, highlighting the complexity of the situation and the need to maintain support for Ukraine amid ongoing challenges.
